1. Visit the country, territory, republic, or county’s Department of ‘something’ webpage and try to search by first and last name. Vital records, public health, or something similar may bring something back for you. If it’s a thief you are looking for, try accessing the area’s court records.



2. Try the search engines. A Google, Yahoo or Bing search of a person’s name or number could do the trick. Try using quotation marks around certain things as well; as this will change your search results.



3. International Phonebooks are a good resource too. They offer a way to search by name. These phone books can also help you get the name of a business where you met them or a school you know they attended. Even if you come up with a few listings for an individual’s name. International calls made from your computer with Skype are not that expensive. You can even send a text message if their cell phone number is part of what you have, but were unable to call due to associated fees.



4. Social networks are next. There are countries that do not have paved roads in this world where they have Facebook. Facebook is not the only option either. LinkedIn, Myspace, Orkut, classmates.com, or any others can really help. The world is online. Use it to your benefit. It may help to determine the most popular social networking site in the specific country. Do this by going to Alexa.com and searching for the top sites per that country.



5. Post things up on forums, online journals, and sites like Craigslist.com explaining the situation. Be sure to give details about the person: first and last name, description, etc. Don’t forget to leave your contact email address clearly in the post or ad.
